"Open access to scientific publications must now become an essential practice, whether through native open access publication or by depositing them in a public open archive like HAL. The loi de programmation de la recherche (Research Programming Law) sets the goal of achieving 100% open access publications by 2030. The conditions set by the Agence nationale de la recherche (National Research Agency) and the European Union under the Horizon Europe program will significantly contribute to this goal. The obligation of open access publication must now be extended to all research funding through public calls for projects, both for books and scientific articles." Second Plan national pour la science ouverte (Second National Plan for Open Science), 2021 (https://www.ouvrirlascience.fr/deuxieme-plan-national-pour-la-science-ouverte/)

The Loi pour une République numérique (Law for a Digital Republic) (https://www.legifrance.gouv.fr/dossierlegislatif/JORFDOLE000031589829/) allows for depositing the final accepted version of a manuscript in an open archive, subject to the agreement of any co-authors, six months after publication for sciences, engineering, and medicine, and twelve months for humanities and social sciences.
