Résumé
In the wake of the work of Alain Desrosières, which proposes a historical sociology of statistical institutions at the scale of nation-states, the thesis involves a history of regional institutions of statistical figures which have developed in France since 1940. The study of the evolution of the degree of mastery, by administrative and then political regions, of the administrations producing statistics, offers an original perspective on the process of institutionalization of regional government in France. Three fields provide the framework for the demonstration: the birth of the regional bodies of the national statistical apparatus during the Second World War, the genesis during the 1960s of the regional "dissemination services" of the National Institute of Statistics (INSEE), and finally the development, after the decentralization laws, of regional transport observatories, in partnership with regional economic and social actors.
Dans le sillage des travaux de Alain Desrosières de sociologie historique des institutions statistiques à l’échelle des Etats-nations, la thèse propose une histoire des institutions régionales du chiffre statistique qui se sont développées en France depuis 1940. L’étude de l’évolution du degré de maîtrise, par les régions administratives puis politiques, des institutions productrices de statistiques, offre un éclairage original du processus d’institutionnalisation du gouvernement régional en France. Trois terrains fournissent le cadre de la démonstration : la naissance des organes régionaux de l’appareil statistique national pendant la deuxième guerre mondiale, la genèse au cours des années 1960 des services régionaux de diffusion de l’Institut national de la Statistique et des études économiques, et enfin le développement, après les lois de décentralisation, d’observatoires régionaux des transports, en partenariats avec les acteurs économiques et sociaux régionaux.
