Abstract : Summary The 1990s re-initiated political pluralism and accelerated the diffusion of democratic culture in many sub-Saharan African States. The social craze then manifested was paradoxically short-circuited by a slow reproduction, by several state apparatuses, of the dictatorship logic that cast doubt on the capacity for civil population to appropriate democracy in Africa. The recent various popular uprisings recorded in many african countries, coupled with the civil societies pressure, the media and diasporas, testify to a popular and citizen desire to reappropriate the levers for legitimizing political powers and different modes of representation.
