Big 1 et Open Data, dispositifs contingents des développements sociaux & économiques locaux ?

Abstract : our article aims showing how from the quality of data produced, and exchanged, by citizens, administrations, business units will depend of stakeholders capacity to set up what we may call an informational ecosystem, mixed of human and non human being. Though this one can be made with the huge amounts of data (Big Data) but beyond, we need to connect the available information with the decision centers in order to take the right decisions for the development of the Territorial Organization (TO).This is a project we are working for because we see that far beyond traditional data today a large number of devices allow us to collect data resulting from the continuous practice of users (ie, transports users for example).Along our article, we show and discuss step by step to obtain this result and the reasons for this specific change.
