Le territoire du risque

Abstract : Risk is deeply connected to the territory: it shapes its future and is also historically marked with its imprint. Indeed, risk limits the affec- tation or the use of the space for the future: it is a question of limiting the exposed populations and thus of mastering the urbanization in risk areas, either by making the high-risks areas unbuildable or by refusing building permits for safety reasons. But when the urbanization extended and moved closer to the source of danger, it is necessary to go back. There is a need to control the risk in the urbanized areas, by neutralizing the most exposed spaces or by transferring or eliminating the source of the risk, that which is a very exceptional practice
